Judge Preston Scroggin Receives Outstanding Citizenship Award

At 2:30 pm Chairman John LeMaire of the FCCGG presented Judge Preston Scroggin with an Outstanding Citizenship Award at the Faulkner County Fair.

Judge Scroggin expressed his sincere appreciation to Chairman LeMaire and the members of FCCGG for the recognition.

The reasons that Judge Scroggin has received this award is for his open door policy, excellent financial management, diligent service to constituent needs and his highly valued integrity while in office. In addition, he has played an important role in keeping Faulkner County in the black financially.

Thursday July 21, 2011 meeting

Thursday night we covered a variety of subjects.

1. Opening a booth at the Faulkner county Fair that entire week

2. Announced FCCGG now has a PayPal account to accept Donations through

3. Appointment of a member over and to continue the construction of the Justice for Pam website

4. Getting a banner designed for the booth.

Captain Bill Walters Wins Outstanding Citizenship Award

Captain Bill Walters of the Salvation Army was awarded the Outstanding Citizenship Award by the Faulkner County Citizens for Good Government for his compassion, leadership and integrity in the Faulkner County Community.

Captain Walters has a very interesting background.

Ben Walters, Jr. is the son of Salvation Army officers.  He was born in Georgia, but spent time growing up also in North Carolina, Texas, and Virginia.  In 1989, he graduated from Harrisonburg High School in Virginia.

In 1992, Ben moved with his parents to Oklahoma City, OK.  This is where he met and began dating Rhonda Biggs.  It was love at first sight.  In January of 1993, Ben moved from home and began attending school at Oklahoma Baptist University in Rhonda’s home town… Shawnee.

Ben and Rhonda married on July 31, 1993 at The Salvation Army chapel in Shawnee, OK.  He completed school at DeMarge College (Oklahoma City) in 1996 with a Professional Computerized Accounting diploma.  In September of 1996, Ben and Rhonda accepted job offers at The Salvation Army in Fort Smith, AR.  Ben became the Administrative Assistant, with Bookkeeping and Human Resource responsibilities; and Rhonda became the Christian Education Director.

During their time in Fort Smith, Ben and Rhonda realized the call to full-time ministry within The Salvation Army.  In 1998, they were accepted into the “Forward 2000” Session of The Salvation Army’s Southern Territory Evangeline Booth College in Atlanta, GA.  They were ordained and commissioned to be Assistant Corps Officer Administrators/Ministers in Columbia, SC in June of 2000.

Since that time, they have served as Corps Officer Administrators/Ministers in Statesville, NC; Baltimore (Middle River), MD; and Conway, AR.  They have been responsible for The Salvation Army’s diverse ministry, including evangelical church programming & outreach; social services programs; Salvation Army Boys & Girls Club programs; Emergency and Transitional Shelter programs; Adult Rehabilitation programs (assistant role); and Thrift Store operations.

In March of 2011, Ben graduated from Arrow Leadership in Vancouver, British Columbia.  Arrow was founded in 1991 by Dr. Leighton Ford.  Personally mentored by Billy Graham, Dr. Ford was an associate evangelist and vice president with the Billy Graham Evangelistic Association.  Today, with over 1400 alumni, Arrow is training leaders in twenty countries of the world, and has graduates leading major ministry organizations worldwide.

As an Arrow Alumni, Ben is certified to facilitate Arrow’s Mentoring Connection workshop.  The Mentoring Connection is a dynamic new training workshop created for use in the local church. This 3.5 hour workshop is designed to equip and encourage people in the local church to intentionally invest in others through mentoring.

Ben and Rhonda have 4 children… Bailey Nicole (16 yrs old); Ben, III (15 yrs old); Raegan Leigh (13 yrs old); and Rorie Laine (9 yrs old).  They are currently the Corps Officer Administrators/Ministers of the Conway, AR Salvation Army and holds the rank of Captain.

Committee Votes To Support Pam Felkin Case

At the May 5th, 2011 meeting, the membership voted to support the JusticeForPam Cold Case Murder Committee.  The specific authorizations are as follows:

  1. Support a JusticeForPam.com Website.
  2. Set up a PayPal account to raise funds for the Pamela Faye Felkins Cold Case Squad.
  3. Set up a FaceBook Page for the Pamela Faye Felkins case.
  4. Raise funds  to file and support an FOIA request to authenticate the existence of the evidence the Faulkner County Sheriff claims to have in his evidence room.

The organizational bylaws were approved at the regular meeting held on April 7th, 2011.

FCCGG Meeting Scheduled Thursday April 7, 2011 at 7pm.

The agenda will include the bylaws and an update in the Pamela Faye Felkins Case.

In addition, at least four (4) other cases will be summarized for consideration by the executive committee.  The executive committee will be looking for input on these cases from the voting members as these matters are not confidential matters, but matters of public record.

Membership and Committees

Membership is open by personal attendance and application to the executive committee.

There are three levels of membership.

Executive Committee Membership: Nominated by the voting members from among the voting members. Executive meetings are not open to the public as personnel matters are discusses. No additional dues are assessed.

Voting Member: To become a voting member, you must appear in person and be interviewed by the executive committee. If the executive committee votes in favor of admission to voting membership, your membership will be submitted to the other voting members for confirmation. Lifetimes dues are $1.00. Voluntary contributions are accepted.

General Membership: Open to the general public. There are no dues but voluntary contributions are accepted.

Bylaws Committee: The bylaws committee Chairman is reforming the bylaws at this time. They will be submitted to the executive committee for review and modification if necessary. Upon passage out of the executive committee, the voting members will approve, approve with suggested changes or send them back to the Bylaws Committee Chairman.

Investigations Committee: Confidentiality of the members is of the utmost importance due to the nature of the investigations the Investigations Committee handles. The Press Release Committee must approve all public disclosures after approval of the executive committee. Any citizen of Faulkner County may submit an inquiry or make a complaint about a public servant. The matter will be held in strict confidence unless disclosure is approved by the person who submitted the inquiry or complaint. This is to protect any person who desires to be a whistle blower from being harassed by any public servant or other member of the general public. Criminal matters will be properly disclosed to law enforcement under the whistle-blower acts of the Federal Government and appropriate State Government in order to protect the whistle-blower.
